These are some of the many questions surrounding the American Recovery and Reinvestment Act of 2009 – known as the Stimulus Bill. To help our clients navigate these unchartered waters we have put together a strategic response team.
Leading our stimulus response team are Burnie Maybank and Bob Coble*.
Maybank is a former two-time Director of the SC Department of Revenue and has a wealth of public policy experience. Bob Coble is the Mayor of Columbia, SC and has spent the past several weeks focusing on this legislation and meeting with national leaders. Mayor Bob and Burnie have pulled together lawyers from across our law firm to focus in on the various areas impacted by the historic appropriation.

Here are highlights from some of the leading areas touched by the Stimulus Bill:
Energy – More than $15 billion for energy efficiency programs and the analysis of future needs
Infrastructure – More than $48 billion for highways and other modes of transportation
Government Finance – The Build American Bond Program and other changes in the municipal finance area can allow public and private entities to benefit in a variety of ways. One of them includes tax credits which can be claimed in the form of a cash rebate from the federal government
Communications – Almost $5 billion for the Broadband Technology primarily in rural areas
Health Care - $19 billion for health information technology (electronic medical records)
Employment – Changes to Cobra regulations will significantly impact business
