Beachfront Management Bill S.139

South Carolina state Senator Ray Cleary’s Beachfront Management Bill S.139 has been scheduled for the Senate Environmental Subcommittee the morning of December 1, 2015.

Senator Paul Campbell chairs the subcommittee and members include Senators Gregory, Grooms, Coleman, Sheheen and Young. The bill is also scheduled to be taken up later that afternoon by the full Senate Agriculture and Natural Resources Committee so they must be planning on moving the bill if the subcommittee takes action.

S.139 would do the following among a number of changes:

-Would not allow beach renourishment to move the baseline seaward;

-Would allow the use of sandbags and sand scraping; and

-Clarify how golf courses seaward of the baseline could be repaired.
